REQUEST FOR PROPOSALS for Design of Police Shooting Range Improvements for Rubber Media Bullet Trap Installation, Moving Target System Installation and Lighting Improvements

Description

The City of Pleasanton’s Engineering Department is currently seeking to retain architectural and/or engineering firm to create publicly biddable project plans, specifications and estimates for improvements to the City’s police firing range to install a Rubber Media Bullet Trap system and associated improvements. The work will include assessment of the facility, partial demo and disposal, cleanup of sand trap, modifications to the existing structure to install a rubber media bullet trap system, automatic moving targeting system and lighting improvements. The work will include addressing the existing sand trap to make room for the foundation for a rubber bullet trap system and modifications/additions to the roofing system and side walls at bullet trap. This Request for Proposal (RFP) describes the Scope of Services, the necessary components of the Proposal, the consultant selection process, and a sample copy of the Design Professional Services Agreement. This RFP also describes the required format of submitted Proposals. Addenda to this RFP, if issued, and project plans and specifications will be sent to all prospective Consultants that the City of Pleasanton has specifically e-mailed a copy of the RFP to and will be posted on the City of Pleasanton website at: http://www.cityofpleasantonca.gov/business/bi ds.asp It shall be the Consultant’s responsibility to check the City of Pleasanton website to obtain any addenda that may be issued. The Consultant’s attention is directed to Appendix A – Proposal Requirements. Submit 3 hard copies and 1 electronic copy in PDF format on a USB flash drive of the Consultant’s proposal. The hard copies and USB flash drive shall be mailed or submitted to the City of Pleasanton prior to 2 p.m., July 22, 2022. Proposals shall be submitted in a sealed package clearly marked “RFP - Police Shooting Range Improvements” and addressed as follows: City Clerk’s Office City of Pleasanton P.O. Box 520, 123 Main Street Pleasanton, CA 94566 Proposals received after the time and date specified above will be considered nonresponsive and will be returned to the Consultant. Any proposals received prior to the time and date specified above may be withdrawn or modified by written request of the Consultant. To be considered, however, the modified Proposal must be received prior to 2 p.m. July 22, 2022. Unsigned proposals or proposals signed by an individual not authorized to bind the prospective Consultant will be considered nonresponsive and rejected. This RFP does not commit the City of Pleasanton to award a contract, to pay any costs incurred in the preparation of a proposal for this request, or to procure or contract for services. The City of Pleasanton reserves the right to accept or reject any or all proposals received as a result of this request, to negotiate with any qualified Consultant, or to modify or cancel in part or in its entirety the RFP if it is in the best interests of the City of Pleasanton to do so. Furthermore, a contract award may not be made based solely on price. The prospective Consultant is advised that should this RFP result in recommendation for award of a contract, the contract will not be in force until it is approved and fully executed by the City of Pleasanton. All products used or developed in the execution of any contract resulting from this RFP will remain in the public domain at the completion of the contract. Consultants who wish to release information regarding the consultant selection process, contract award, or data provided by the City at any Public Hearing, must receive prior written approval from the City before disclosing such information to the public. 2022 Geotechnical Hazard Abatement District (GHAD) Maintenance

Description

**In order to be an eligible bidder, interested parties must contact the city of Pleasanton to request to be added to the plan holder list. Please Notice to Bidders in bid packet for more information.** The City of Pleasanton is seeking bids for geologic hazard abatement district (GHAD) maintenance services at the City’s four GHAD districts. In general, the services include (but may not be limited to) the following work in undeveloped open space areas with limited equipment or vehicle access: · Removal of weeds, leaves, soil, moss, and debris within and adjacent to concrete-lined drainage ditches; · Trimming and removal of woody vegetation to clear drainage swales and provide downward flow without ponding; · Correction of surficial erosion or landslide scars on graded slopes including placement of soil, installation of fiber rolls, and/or installation of erosion control blanket on exposed soil; · Applying rodenticide, filling/regrading of rodent burrows that obstruct storm flow patterns; · Cleaning/clearing of stormwater inlets and openings that serve hillside ditch networks; · Minor repairs to concrete structures such as ditches, storm inlets, or retaining walls where non-structural cracking or displacement has occurred; and · Removal and legal disposal of trash and debris. There are four GHADs within the City of Pleasanton, all located on the west side of Foothill Road (See Vicinity Map included as Exhibit A). The four GHADs provide services to a combined total of 275 parcels as follows: · Laurel Creek GHAD (121 parcels), · Moller Ranch GHAD (100 parcels), · Lemoine Ranch GHAD (12 parcels), and · Oak Tree Farm GHAD (42 parcels). A GHAD is a property assessment district that is formed to fund annual geologic and storm drainage infrastructure monitoring, to perform annual maintenance and to repair slope stabilization infrastructure, significant landslides or other geologic movement, should it occur within the District. Each District is defined by a geographic boundary. The source of funding for GHADs is an annual tax assessment from each property within the District. GHADs are authorized by California Public Resources Code §26500. The four GHADs were established prior to the approval of Proposition 218 in 1996. The funding is therefore limited to the amounts collected as tax assessments each year.The Engineer’s cost estimate for performing the described work is as follows: Estimated Lump Sum Cost: Laurel Creek $30,000.00, Moller Ranch $25,000.00, Lemoine Ranch $8,000.00, Oak Tree Farm $7,000.00; Total Estimate $70,000.00.

Prequalification of Granular Activated Carbon Media Suppliers for PFAS Treatment and Wells Rehabilitation

Description

The construction of the PFAS Treatment and Wells Rehabilitation Project (Project) will be defined by future bid documents and is anticipated to include the construction of groundwater well facilities improvements and a new centralized treatment facility (CTF) located at the City’s Operations Service Center (OSC) for disinfection, fluoridation, and PFAS treatment of the City’s groundwater. The PFAS treatment system will utilize granular activated carbon media and have an ultimate design capacity of 8,100 gallons per minute (gpm) but may be limited to 5,800 gpm for the initial phase of the Project. The scope of work for the granular activated carbon (GAC) media supplier will be defined by the Project’s future bid documents and is anticipated to consist of manufacturing and delivery of GAC media for the initial fill, commissioning-phase support, training, and documentation. The City will procure separate contracts for pressure vessel equipment and on-going media supply services. GAC media suppliers must successfully complete the prequalification process outlined in the prequalification documents in order to be listed in the Project’s future bid documents as an allowable supplier of GAC media. Prequalification is a two-step process that includes 1) submittal of an SOQ to demonstrate compliance with minimum qualification requirements and 2) participation in rapid small-scale column testing (RSSCT) conducted by an independent laboratory to demonstrate compliance with minimum performance requirements for PFAS removal.

Request for Qualifications for West Las Positas Boulevard Reconstruction and Pedestrian and Bike Improvements from Foothill Road to Iron Horse Trail

Description

The City of Pleasanton is seeking a consultant team to design the reconstruction and implementation of bike and pedestrian master plan improvements on West Las Positas from Foothill Road to Owens Drive. West Las Positas between Hopyard and Stoneridge has had significant failures of the roadway system and conventional repair strategies have failed. A detailed geotechnical investigation and CCTV inspection of the utilities have been completed. The project will include roadway reconstruction, landscape design, traffic signal and lighting modifications, bike and pedestrian improvements, isolated repairs and modifications of the sewer, water, and storm drain systems. The project is targeted for construction in summer 2024 with an estimated total project cost between $8 to $10 million
