Siew-Chin Yeong
Director of Public Works
Public Works Administration
Siew-Chin Yeong serves as the Public Works Director for the City of Pleasanton. In this role, she provides executive leadership for the City’s public works and infrastructure programs, ensuring high-quality delivery of services that support community needs, safety, and long-term resiliency.
With more than 24 years of experience in civil engineering, capital project management, and organizational leadership, Ms. Yeong leads key initiatives across the City’s infrastructure portfolio. She oversees strategic planning, capital program delivery, and operational coordination to advance infrastructure improvements that align with community priorities.
Prior to joining Pleasanton, Ms. Yeong served as the Assistant Director of Public Works for the Oakland and held several leadership roles with the City and County of San Francisco, including Director of Capital Program and Construction. In those roles, she was responsible for overseeing delivery of multimillion-dollar transportation and municipal infrastructure programs, leading the development of system improvements and maintenance programs, and advancing initiatives related to asset management, capital planning, and operational effectiveness.
Since March 2024, Yeong has led the City’s Public Works Department here in Pleasanton, where she directs the planning, design, construction, and maintenance of public infrastructure and services. Her leadership supports day-to-day operations as well as long-range initiatives in water, sewer, stormwater, streets, parks, facilities, and capital improvement programs.
Yeong holds a Bachelor’s degree in Construction Engineering and Management and a Master’s degree in Civil Engineering and Construction Management from Iowa State University.

Adam Nelkie
Assistant Director, Engineering/City Engineer
Adam Nelkie serves as the Assistant Director of Public Works, Engineering and City Engineer for the City of Pleasanton. In this role, he provides executive oversight of the City’s engineering and infrastructure delivery programs, ensuring responsible planning, sound design, and successful implementation of public improvements that serve the community.
Areas of Oversight
- Engineering – Development review, plan check, design standards, and technical oversight of public infrastructure.
- Asset Management – Long-term planning and lifecycle management of the City’s infrastructure assets.
- Capital Improvement Program (CIP) – Planning, prioritization, and delivery of capital projects that maintain and enhance public facilities and systems.
- Project Management – Oversight of project scope, schedule, budget, and consultant coordination to ensure efficient delivery.
- Construction Management – Inspection and administration of public works construction projects to ensure quality, safety, and compliance.
Nelkie brings extensive experience in municipal engineering, capital program delivery, and infrastructure management. Throughout his career in public works, he has led multidisciplinary teams responsible for planning, designing, and delivering complex public infrastructure projects, including transportation improvements, utility systems, and civic facility upgrades.
His experience includes managing large-scale capital programs, advancing asset management practices, overseeing consultant and contractor performance, and guiding projects from concept through construction. He has worked closely with elected officials, community stakeholders, regulatory agencies, and regional partners to ensure infrastructure investments align with long-term planning goals and community priorities.
Through his leadership, the Engineering Division advances infrastructure investments that support safety, mobility, environmental stewardship, and long-term community resilience.

Tamara Baptista
Assistant Director, Operations and Maintenance
Tamara Baptista serves as the Assistant Director of Public Works, Operations and Maintenance for the City of Pleasanton. In this role, she provides executive oversight of the City’s field operations and maintenance programs, ensuring safe, reliable, and efficient service delivery across public facilities, infrastructure, and community assets.
Areas of Oversight
- Utility Billing – Oversight of utility billing operations to ensure accurate, transparent, and customer-focused service delivery.
- Parks – Maintenance and care of parks, medians, trails, landscaping, and recreational amenities.
- Fleet – Maintenance and management of the City’s vehicle and equipment fleet to support safe and reliable operations.
- Facilities – Upkeep, repair, and operational support of City buildings and public facilities.
- Streets and Traffic Safety – Maintenance of streets, signage, striping, signals, and streetlights
- Administration – Operational support services, coordination, and internal processes that sustain effective service delivery across the department.
Baptista brings extensive public sector experience in municipal operations, maintenance, and service delivery. Throughout her career, she has led multidisciplinary teams responsible for maintaining critical public infrastructure and facilities while advancing operational efficiency, safety, and customer service.
Her leadership approach emphasizes proactive maintenance practices, workforce development, cross-division collaboration, and continuous improvement. She is committed to maintaining high service standards that support public safety, infrastructure reliability, and the overall quality of life in Pleasanton.
Through her leadership, Operations and Maintenance teams support daily service reliability, public safety, and the overall appearance and functionality of Pleasanton’s public spaces and infrastructure.

Nicholas Ajluni
Assistant Director, Utilities and Environmental Services
Nicholas Ajluni serves as the Assistant Director of Utilities and Environmental Services for the City of Pleasanton’s Public Works Department. In this role, he provides executive oversight of the City’s core utility and environmental programs, ensuring reliable infrastructure, regulatory compliance, and responsive service for residents and businesses.
Areas of Oversight
- Water Systems – Drinking water supply, distribution, water quality, capital improvements, and regulatory compliance.
- Sewer Systems – Wastewater collection, maintenance, and long-term system improvements.
- Storm Drainage – Stormwater infrastructure, watershed protection, and regulatory compliance programs.
- Environmental Services – Environmental compliance programs, sustainability initiatives, and resource management efforts.
- Waste and Recycling – Oversight of the City’s solid waste and recycling franchise agreements, including contract administration and coordination with the City’s waste and recycling service provider.
Ajluni brings more than 15 years of public sector experience in environmental and utility operations. Prior to joining Pleasanton, he served in a senior leadership role with the City of San José Environmental Services Department, where he managed large-scale utility programs and supported strategic initiatives focused on operational performance and environmental protection.
He holds both a Bachelor of Science and a Master of Science in Environmental Studies from San José State University. His graduate research focused on water resources management, reflecting his long-standing commitment to sustainable, community-focused solutions.
