About the Project

The Water Meter Replacement Project will replace Pleasanton’s existing water meters, which are nearing the end of their useful life. Replacing aging meters is a necessary investment in the City’s water system that will:

  • Improve accuracy of water use for tracking and billing
  • Help identify potential leaks and unusual water use
  • Reduce the need for aging water meter repairs and escalating maintenance costs
  • Continue to provide customers with information to understand and manage their water use
  • Provide data that will help the City meet State mandates for reducing water loss and improving water use efficiency

This Water Meter Replacement Project is one of several investments the City is making in its water system. The City identifies and prioritizes water system improvements through planning efforts like the Water System Management Plan. Subsequent financial and water rate planning efforts have established a coordinated approach to funding infrastructure rehabilitation, replacement, and other priority water projects.

The City is funding this project through its water enterprise fund, including water revenue bond proceeds. Together, these investments will help maintain reliable water service and strengthen Pleasanton’s water system for the future.

Installation Schedule

The City will replace water meters in groups throughout its service area, with non-registering meters prioritized for replacement. The map below shows the planned installation areas and the anticipated work sequence.

Installation schedules are approximate and may change based on field conditions, weather, access, or other project needs. Customers will receive a letter before their anticipated meter replacement.

If your meter is a non-registering meter, it may be replaced sooner than the timeframe shown for your area on the map.

What to Expect

The City’s installation contractor, Concord Utility Services, will install new water meters. Here’s what to expect before, during, and after installation.

Before Installation

  • You will receive a mailed notification before your meter is replaced with more information about the project.
  • Customers will not receive a specific installation date or time and do not need to be home. Installations will typically take place Monday through Friday during regular business hours. Evening and weekend installations may occur if needed.
  • Please ensure that your water meter is accessible, and the surrounding area is clear and safe, and that pets are secure.

On Installation Day

  • A Concord Utility Services technician will knock on your door before beginning work.
  • You do not need to be home during installation.
  • Your water service will be temporarily interrupted for approximately 30 minutes.
  • For documentation purposes, the technician will photograph the meter box and the immediate surrounding work area before, during, and after installation to record existing conditions and the completed work.

After Installation

  • The technician will leave a door hanger confirming whether your meter was successfully installed and what steps, if any, you need to take. It will also include contact information if you have questions or concerns.
  • Water meter replacement can cause temporary discoloration, air, or a small amount of debris when you first turn on your water. To clear the line, run the cold water from an indoor or outdoor fixture for a few minutes until these normal effects resolve. When flushing your water lines, the City recommends using a bathtub or an outdoor hose bib without a screen to help clear debris or rust and reduce the chance of clogging fixtures.

Know Your Installation Team

For your security, Concord personnel will arrive in marked vehicles, wear safety vests, and carry identification displaying the Concord logo.

Features of Your New Water Meter

Pleasanton’s new water meters will continue to use Advanced Metering Infrastructure (AMI) technology, which automatically collects water-use information throughout the day and securely transmits it to the City’s metering system.

The new meters use ultrasonic technology to measure water flow rather than relying on moving internal parts. This technology continues to provide accurate water-use measurements, requires less maintenance, and offers a longer service life. The meters also include data-logging capabilities that help track water-use patterns and identify unusual usage that may indicate a leak.

Manage Your Water Use

AMI gives customers visibility into their water use and tools to help manage it. Through Pleasanton’s online customer tools, you can:

  • View your water use
  • Track usage patterns over time
  • Receive alerts about unusual water use
  • Identify potential leaks sooner, helping to save water and potentially lower water bills
