ONE Pleasanton Strategic Plan

Pleasanton’s five-year Citywide Strategic Plan (2023–2028) sets the vision, mission, and values that guide the City’s priorities and actions. Adopted in October 2023, the plan outlines 47 strategies across five goals, updated regularly to align with City Council priorities, resources, and community needs.

Council Priority Strategies

The City Council identified six priority strategies for focused attention during the March 17, 2026 Strategic Plan Workshop:

  1. Funding Our Future: Develop long-term strategy for funding facility and infrastructure needs.
  2. Investing in Our Environment: Develop Asset Management Plan.
  3. Investing in Our Environment: Fund and implement PFAS water supply solutions.
  4. Funding Our Future: Identify expanded/new revenue sources.
  5. Building a Community: Implement 2024–2028 Economic Development Strategic Plan.
  6. Building a Community: Advance the East Pleasanton Specific Plan.

Council Priority Updates

The City is making progress advancing the ONE Pleasanton Strategic Plan Priority to Invest in Our Environment through ongoing management of Pleasanton’s water, sewer, and stormwater systems.

Key Highlights

New water rates took effect January 1, 2026, securing long-term funding for water infrastructure.
The sanitary sewer system recorded zero overflows in 2025.

Water customers reduced usage by an average of 10 percent compared to the 2020 baseline during 2025.

Development of the City’s first Stormwater System Management Plan is on schedule, targeting completion in 2028.

What’s Ahead

  • Regional Groundwater Feasibility Study presentation to City Council in Spring 2026
  • Sewer Rate Study financial model results anticipated in early 2026, with new rates targeting January 1, 2027
  • Water meter and AMI system replacement moving toward construction

The City is making progress advancing the ONE Pleasanton Strategic Plan Priority to Implement the updated 2024–2028 Economic Development Strategic Plan (EDSP).

Key Highlights

  • Strategic Plan Priority E.4 implementation is underway through reorganization, new department capacity, and strengthened business partnerships.
  • Phase 1 of the Retail Attraction Strategy (market analysis, void assessment) is complete; Phase 2 implementation is in progress.
  • Innovation-Based Business municipal code updates are completed, supporting the EDSP goals of clearer, more efficient processes.
  • Ongoing collaboration with Visit Tri-Valley and business groups

Economic Development Reporting

This fall, the City is advancing several initiatives that strengthen preparedness, improve resources, and enhance resilience for both the organization and the community. These actions reflect measurable progress toward the Council’s ONE Pleasanton Strategic Plan, Goal D. Safeguarding Our City: Strategy 1. Assess the City’s overall emergency preparedness capabilities, resources, and tools and implement changes as needed.

September National Preparedness Month Participation

Aligning with the Ready.gov campaign to build awareness and encourage household-level preparedness across Pleasanton through:

  • Farmers Market information booth (September 27)
  • Personal Preparedness Workshop (September 23, 6:30–8:00 p.m., Council Chambers)

Emergency Operations Plan Update

Ongoing Preparedness Efforts with PG&E

  • PG&E to Host Information Event in Pleasanton (October 6, 5:30 – 7:00 p.m., Senior Center -5353 Sunol Boulevard)
  • Continued communication with PG&E to mitigate power outages

Project Prioritization

At the July 15, 2025 City Council Workshop, the City launched a Project Prioritization process to align the Strategic Plan with available resources and staff capacity. Projects were grouped into four categories —Must-Do, Committed Priorities, Strategic Pipeline, and Deferred — to ensure that limited funding and staffing are directed toward the City’s most important needs. This framework directly supports the ONE Pleasanton Strategic Plan, providing a clear path for turning strategies into action.
