DRAFT FY2021-2022 HUD Annual Action Plan

The City's proposed FY2021-2022 Annual Action Plan, which describes the projects to be funded with federal Community Development Block Grant (CDBG) funds from the U.S. Department of Housing & Urban Development (HUD) in fiscal year 2021-2022 covering July 1, 2021 through June 30, 2022, has been submitted to HUD.

Affordable Homeownership Programs Administrator

The City is seeking professional consultant services to assist the City administer its affordable homeownership programs that include the Pleasanton Homeownership Assistance Program (PHAP) and Down Payment Assistance (DPA) Loan Program.

Eviction Moratorium & Tenant Protections

relating to COVID-19

Tenants and landlords have both been affected by the Coronavirus Disease 2019 (COVID-19) pandemic. Whether you are a renter whose housing has been affected or a landlord whose rental unit has been affected, you may contact contact ECHO Housing directly at (925) 449-7340 or (510) 581-9380.

The City of Pleasanton contracts with ECHO Housing to provide housing counseling to Pleasanton renters and homeowners.

  

Community Development Block Grant (CDBG) 

Consolidated Plan and Annual Action Plans

The City of Pleasanton, as an entitlement jurisdiction, are allocated annual federal CDBG funds from the U.S. Department of Housing and Urban Development (HUD).  The CDBG Program funds programs that benefit low income (80%AMI) individuals and families in Pleasanton.  As a condition of receiving its annual CDBG allocation, the City is required to submit a "Consolidated Plan" every five years and an "Annual Action Plan" ever year.  While the Consolidated Plan establishes the City's housing and community development goals, the Annual Action Plans list the projects and activities to be funded with CDBG funds

 The City's FY2020-2024 Consolidated Plan and FY2020-2021 Annual Action Plan have been approved by HUD.

Consolidated Annual Performance and Evaluation Report (CAPER)

The Pleasanton City's CAPERs is an annual assessment of the City's progress towards meeting the Consolidated Plan goals and highlights the accomplishments of the CDBG-funded programs proposed in its Annual Action Plan.

The City's FY2019-2020 CAPER has been approved by HUD. 

 

CDBG-CV Funds 

HUD has approved the City's Substantial Amendments to FY 2015-2019 Consolidated Plan, FY 2019-2020 Annual Action Plan, and Citizen Participation Plan.  These were required in order to access the Community Development Block Grant Coronavirus (CDBG-CV) that have been allocated to the City for programs to support infectious disease response, specifically for COVID-19.

Housing Division

The City of Pleasanton Housing Division coordinates the development and maintenance of affordable rental and ownership housing in Pleasanton and administers a range of programs including:

  • First Time Homebuyer Assistance Programs
  •  The Housing and Human Services Grants Program (HHSG)
  • The City's Inclusionary Housing Ordinance (Residential developer Incentives)
  • The Housing Rehabilitation Program for Existing Homeowners

The Housing Division also provides information on:

  • Below-market rental housing opportunities
  • Housing and services for seniors and persons with disabilities
  • Fair housing and tenant-landlord services        
  •  Emergency housing resources
