RFQ For Feasibility Study, Environmental and Permitting Application for a Second Bridge at Bernal Avenue and Arroyo De La Laguna

Description The City of Pleasanton is seeking a consultant team to perform a feasibility study and start the environmental and permitting applications that will lead to the development of plans and specifications for a second bridge on Bernal Avenue over the Arroyo de La Laguna, adjacent to the existing steel truss bridge just west of I-680. The project was designed and permitted in early 2000’s. The bridge went through various redesigns associated with the aesthetics and was never completed. When reviewing plans for a temporary closure of the existing steel bridge, the City identified how critical the bridge crossing is to maintain access and safety to the western portions of the City. A review of the previous design identified that some of the constraints that drove the roadway alignment and bridge design are no longer valid. The expiration of the permits and the changes to regulations warrant a fresh new look. The first phase of the project is to look at the current constraints and map out the best solution to successfully address the longer term needs of the Bernal Avenue Arroyo de La Laguna bridge crossing. It will be critical to develop the support of the community and to provide a clear recommendation to the City Council. The second phase of the project is to complete the permitting and environmental requirements. It will include development of 30% plans to aide in the submission of permits. The second phase will identify any new regulatory constraints, project requirements, and identify a clear path to receiving permitting and environmental clearances. The second phase will also applying to Caltrans for design and construction funding for the second bridge.
