Request for Qualification For City Of Pleasanton's Augustin Bernal Mountain Bike Trail Environmental Services

Description

The City of Pleasanton is issuing a Request for Qualifications (RFQ) to consultants interested in providing environmental services for the mountain bike trail proposed at Augustin Bernal Park. The Augustin Bernal mountain bike trail was identified as one of the City’s top priorities in the Pleasanton Trails Master Plan, which was adopted in May 2019. The dedicated downhill-only mountain bike trail will relieve potential pedestrian/bicyclist conflicts on the multi-use trails in Augustin Bernal Park. The proposed trail would connect the Augustin Bernal staging area to the upper portion of Augustin Bernal Park, and will require an access easement with the Golden Eagle Homeowners Association (HOA) as they own a portion of land between the staging area and the upper park. It is expected that the trail will be partially located on an unofficial but existing mountain bike trail and that in certain locations additional trail will need to be constructed to complete the new trail. The goal for the environmental services will be to prepare CEQA documentation for the proposed trail. The environmental conditions for the proposed trail alignment will need to be documented. A trail designer will be hired separately by the City. It is expected that the environmental firm and trail designer will work in conjunction to identify the best trail alignment to avoid environmental impacts and provide the best mountain bike experience. The City, including the City Attorney’s Office, will take the lead in coordinating the trail easement with the Golden Eagle HOA. The final trail design, based on the environmental process and outreach with the Golden Eagle HOA, will be utilized for the construction of the trail. The “Approach to Work” for the environmental services for the mountain bike trail should reflect how the firm anticipates meeting this goal. The “Scope of Work” included with this RFQ provides an outline of the anticipated tasks; however, the City anticipates the final “Scope of Work” will be developed with the assistance of the selected consultant. The budget for the environmental services is approximately $40,000. The negotiated fee for services will be based upon the final “Scope of Work” agreed upon between the City and the selected consultant. A copy of the RFQ shall be posted on eBidboard and available on the City’s website at www.cityofpleasantonca.gov. Proposal packets must be received no later than 2 p.m., local time, on May 12, 2020, at the City Clerk’s Office of the City of Pleasanton. Please see the proposal packet for more information.
