East Pleasanton Specific Plan

Description

The City of Pleasanton is seeking professional consultant services for the preparation of the East Pleasanton Specific Plan (EPSP) and associated Environmental Impact Report (EIR). The Pleasanton General Plan indicates that a specific plan be prepared for the approximately 1,100-acre area that comprises East Pleasanton. The specific plan process was originally initiated in 2012 under the guidance of a task force. Upon circulation of the draft specific plan and draft EIR in 2014, the City received a significant number of public comments related to concerns about the impact of the contemplated development; comments were particularly focused on the ongoing drought, traffic and circulation, school capacity, and that the contemplated development within the specific plan area was not critical to meeting the City’s Regional Housing Need Allocation (RHNA) requirements. The specific plan process was therefore “paused” in 2015 by City Council. The City Council in 2019 identified the East Pleasanton Specific Plan as a work plan priority. The purpose of this RFP is to solicit proposals for professional consultant services to complete the specific plan and related environmental review process.
