Open Waiting Lists for BMR One-, Two-, & Three-Bedroom Units:    Park Hacienda Apartments

The City of Pleasanton, in coordination with Apartment Management Consultants, is opening the Waiting Lists for the One-, Two-, & Three-Bedroom Below Market Rate (BMR) units at the Park Hacienda Apartments  located at 5650 Owens Drive, Pleasanton.

The Waiting Lists will be open for Pre-Applications beginning
Thursday, November 18th through Thursday, December 9th, 2021.

Applicants will be required to submit an online Pre-Application for placement on the Waiting Lists.

A pre-application lottery process will be administered to determine the Waiting Lists order for the One-, Two-, & Three-Bedroom BMR units, per the City Preference System for Pleasanton residents and employees for City-assisted affordable housing developments. 

In order to qualify for the opportunity to be placed on the Waiting Lists, interested applicants are required to submit an online Pre-Application through the Haven Connect application portal by Thursday, December 9, 2021 at 5:00pm when the Haven Connect online application portal closes.

Open Waiting List for BMR One-Bedroom Units: The Galloway at Hacienda Apartments

The City of Pleasanton, in coordination with Essex Development, is opening the Waiting List for only the
One-Bedroom Below Market Rate (BMR) units at the Galloway at Hacienda
Apartments located at 5789 Gilbraltar Dr., Pleasanton.

The Waiting Lists will be open for Pre-Applications beginning
Tuesday, November 9th through Tuesday, November 30th, 2021.

Applicants will be required to submit a Pre-application for placement on the Waiting Lists.

A pre-application lottery process will be administered to determine the Waiting Lists order for the One-Bedroom BMR units, per the City Preference System for Pleasanton residents and employees for City-assisted affordable housing developments. 

Printed copies of the Pre-Application will be available at the following locations:

City of Pleasanton, 200 Old Bernal Avenue

Pleasanton Library, 400 Old Bernal Avenue

Pleasanton Senior Center, 5353 Sunol Blvd

Pre-Applications must be delivered by mail or in person before the deadline at

The City of Pleasanton, in coordination with Anton Development, is opening the Waiting Lists for the
Two-Bedroom & Three-Bedroom Below Market Rate (BMR) units at the Anton Hacienda
Apartments located at 5723 West Las Positas Blvd., Pleasanton, CA 94588.

The Waiting Lists will be open for Pre-Applications beginning
Monday, November 1st through Monday, November 22nd, 2021.

Applicants will be required to submit a Pre-application for placement on the Waiting Lists.

A pre-application lottery process will be administered to determine the Waiting Lists order for the Two-Bedroom & Three-Bedroom BMR units, per the City Preference System for Pleasanton residents and employees for City-assisted affordable housing developments. 

Pre-Applications must be delivered by mail or in person before the deadline at

Housing Division

The City of Pleasanton Housing Division coordinates the development and maintenance of affordable rental and ownership housing in Pleasanton and administers a range of programs including:

  • First Time Homebuyer Assistance Programs
  •  The Housing and Human Services Grants Program (HHSG)
  • The City's Inclusionary Housing Ordinance (Residential developer Incentives)
  • The Housing Rehabilitation Program for Existing Homeowners

The Housing Division also provides information on:

  • Below-market rental housing opportunities
  • Housing and services for seniors and persons with disabilities
  • Fair housing and tenant-landlord services        
  •  Emergency housing resources
