Sewer System Management Plan Audit & Update
The City of Pleasanton (City) is soliciting Statement of Qualifications (SOQ) from consulting firms to evaluate the Cityʼs compliance with the Statewide Waste Discharge Requirements General Order WQ 2022-0103-DWQ (Order) and to prepare the Cityʼs 2024 Sewer System Management Plan (SSMP) Audit and the Cityʼs 2025 SSMP Update. Annual Slurry Seal Project
The City requires all parties interested in this bid opportunity to email the City and request to be added to the plan holder list. See Notice to Bidders for more information. This work will consist of slurry sealing twenty-seven (27) city streets with latex-emulsified asphalt, utilizing Type II black aggregate. The project total includes approximately 560,000 square feet of asphalt pavement area. Work shall consist of furnishing all the labor, materials, equipment, and necessary services for performing a complete project as specified in the plans and specifications. Work will include placement of slurry seal; traffic control and construction area signage; providing and implementing stormwater pollution control plans; removing and replacing existing striping, pavement markers, pavement markings; sweeping, cleaning of the job site and other miscellaneous items. Bidder shall note that although the City will execute a contract with the successful bidder, the Notice to Proceed will not be issued until after September 9, 2024. The base preparation work and crack sealing operation for this slurry seal project is being performed under another city project, Resurfacing of Various City Streets, and the start of this slurry seal work will begin after the successful completion of the base preparation and crack sealing from the resurfacing project. The Engineer’s cost estimate for the project is $360,000.

Annual Street Resurfacing & Preventative Maintenance
The City requires all parties interested in this bid opportunity to email the City and request to be added to the plan holder list. See Notice to Bidders for more information. There are two components to this project: the first component is preventative maintenance work in preparation for the City’s Annual Slurry Seal Project; the second component is the Annual Street Resurfacing Project work. The preventive maintenance work includes approximately 50,000 square feet of full-depth HMA repair (dig-out) and 8,000 pounds of crack sealing on various streets in preparation for approximately 800,000 square feet of slurry-seal work that the City will perform under a separate contract. Preventative maintenance work shall be completed no later than August 16, 2024. The Annual Street Resurfacing Project work involves the resurfacing of approximately 1,640,000 square feet of existing pavement (approximately 20,000 tons HMA) and approximately 105,000 square feet of full-depth HMA pavement repair on various streets with HMA overlay, HMA overlay with paving mat, HMA overlay over cold-planed pavement, or HMA overlay over the cold-in-place recycle pavement. The project also includes the installation of asphalt leveling course in various locations, wedge grinding or milling, adjusting manholes and valve boxes, etc. to grade, traffic striping and pavement legends, pavement markers, traffic signal loops, traffic control and any necessary coordination with other projects occurring within the vicinity of the project site. The contractor shall furnish all labor, materials, equipment, incidentals, transportation and other necessary services to complete the work in accordance with these Project Plans and Special Provisions. The Engineer’s cost estimate for the project is $6.83 million.

Ken Mercer Skatepark

Professional Auditing Services
The City of Pleasanton is seeking proposals for the preparation of both financial and compliance audit reports covering the City and its related operations from qualified firms of certified public accountants. A complete description of services to be provided is described later in this document. The contract will be for a period of three years with an option to renew for an additional two years. The first reporting period to be audited is July 1, 2023 through June 30, 2024. Hopyard Road and Owens Drive Intersection Improvements

The City of Pleasanton proposes to construct a southbound right-turn lane along Hopyard Road at the Owens Drive intersection. On the south side of the Hopyard Road/Owens Drive intersection, modifications include adding a second northbound left-turn lane and eliminating the northbound free right-turn lane. This project also includes adding a southbound bike lane to close the existing bike lane gap from the I-580 eastbound off-ramp intersection to 180 feet south of Owens Drive. The proposed improvements within State right of way require an encroachment permit from Caltrans. Request for Qualifications for Citywide Programmatic Review of Asset Management Integration
The City of Pleasanton Department of Public Works, Engineering Division, (City) is currently seeking qualification statements from Consultant firms with experience in services to advise municipalities on developing the framework of an asset management program across departments and divisions. Experience should include broad knowledge of asset management tools and applications and recommending multiple scenarios of varying cost and schedule to integrate existing and new asset management applications resulting in a single reporting and planning structure. This is the first phase of a multi-year effort to eventually implement a full asset management and life cycle planning tool for the City and this RFQ will review consultant experience of the future phases of work. The City anticipates working with a single firm or consultant team through potentially three phases of activity, each of which shall be subject to individual negotiations for contract: 1. Assess the current state, develop a framework and strategic plan, recommend solutions, clarify assets to catalog, initiate staff education and levels of service. 2. Implement integrated program and reports, complete inventories, perform condition assessments, prioritize maintenance, guide a public information strategy. 3. Expand program to identify replacement costs, life cycle master planning, capital projects for renewal or replacement, and long-range development planning. This Request for Qualification (RFQ) describes the Scope of Services, the necessary components of the Statement of Qualification, the consultant selection process, and a sample copy of the Professional Services Agreement. For Project No. 24171 Stoneridge (F-1) Line and Turnout No. 4: The work shall consist of, but is not limited to, providing and installing 3,500 linear feet of 24-inch fusible polyvinyl chloride potable water main by open trench; 50 linear feet of 24-inch, 120 linear feet of 18-inch, and 200 linear feet of 16-inch HDSS Class 350 ductile iron potable water main by open trench; 40 linear feet of fusible pipe in steel casing by jack and bore; connection to city’s existing 12-inch and 16-inch potable mains. All improvements are to be restrained, externally kicked, and cathodically protected. Work also includes, but is not limited to, site preparation for installation of prepacked booster station (prepackaged station by others); construction of new turnout; remobilization to install prepacked station including electrical tie-ins; connection to new potable main and Zone 7’s existing 20-inch line; coordination with booster station supplier for testing and acceptance of system; disinfection, flushing, testing and acceptance of new water mains; abandonment and removal of pipe; and street, landscape, and hardscape restoration. For Project No. 24173 Sunol Pipeline Improvements (F-7 Line): The work shall consist of, but is not limited to, providing and installing 4,500 linear feet of 20-inch HDSS Class 350 potable water main by open trench; 30 linear feet of 20-inch ductile iron pipe in steel casing by jack and bore; connection to city’s existing 12-inch, 20-inch, and 24-inch potable mains. All improvements are to be restrained, externally kicked, and bonded. Work also includes, but is not limited to, disinfection, flushing, testing and acceptance of new water main; and street, landscape, and hardscape restoration. Request for Proposals for Engineering Design Services for Various City Sites Damaged in the 2023 Storm Event
The City of Pleasanton’s Public Works Department, Engineering Division, is requesting proposals (RFP) from qualified firms to provide engineering design services for various city sites damaged in the 2023 storm event. The funding for these projects may consist of local funds, Federal Emergency Management Agency (FEMA) grants, other federal grants and State funds, etc. The consultant shall take the FEMA recommended socioeconomic affirmative steps if subcontracts are used. The proposals submitted in response to this RFP will be used as a basis for selecting the Consultant for this project. The Consultant’s proposal will be evaluated and ranked according to the criteria provided in Appendix B, “Proposal Evaluation,” of this RFP. Required services may include, but are not limited to, engineering studies, environmental site assessments and permitting, restoration of eroded banks, removal of sediment and outfall repair, culvert repair, repairing retaining wall, installation of energy dissipation structure, scour prevention, geotechnical assessments, hydrology, and preparing plans, specifications and estimates (PS&E) packages in accordance with applicable standards to achieve the project goals. Annual Curb & Gutter for Street Resurfacing Project
